Identity theft charges added for man accused of January double-homicide

Charges continue to mount against Troy Bailey Sr., the man charged as the main shooter in the killings of Alisha Seese and Ronald Dailey Jr. in early January, as District Judge Christian Frey ruled that there was enough evidence to move forward with 12 counts each of forgery and identity theft against Bailey, 57.
The charges approved Tuesday afternoon were part of a February preliminary hearing, which saw three counts each of theft by deception and making false statements, bound over for court by Frey, who dismissed the forgery and identity theft charges, citing a lack of evidence.
“The Commonwealth presented no evidence that the defendant altered any writings of another person,” Frey said in a written decision issued March 1, adding that the prosecution failed to enter any evidence as to whether Bailey Jr. had given his father the consent to use his information.
Following that ruling, city police agent Brittany Alexander conducted a phone interview with Troy Bailey Jr., 31, currently serving a 25- to 50-year prison sentence since 2019 for the murder of Philadelphia trans-rights activist Michelle “Tameka” Washington, at SCI-Dallas.
